This background paper is devoted to US sugar policy. A first section describes the features and economics of the US sugar program; a second section is devoted to the welfare and trade effects of the US sugar program; and a final section reports on potential emerging reforms, their expected effects, and implications. Beyond well-established findings on the social cost and inefficiency of the US sugar program, the main findings of this paper are as follows. The current sugar program is becoming unsustainable because sugar imports are progressively creeping into the US market through regional trade agreements, eventually inducing large sugar inventories, or contracting domestic production to unpalatable low levels in order to maintain high internal prices.... |

This work evaluates effects of the sweetener with sucralose on the labeling of blood constituents with technetium-99m (99mTc), on the morphology of red blood cells (RBC) and on the biodistribution of sodium pertechnetate in Wistar rats. Animals were treated with sweetener for 8 days. Blood samples were withdrawn and the assay of labeling of blood constituents with 99mTc was performed. Blood cells (BC) and plasma (P) were isolated. Aliquots of BC and P were also precipitated, soluble and insoluble fractions separated. The radioactivity in each fraction was counted and percentage of incorporated radioactivity (%ATI) determined. We revisit the cost of the U.S. sugar program by analyzing the welfare implications of its removal. We use a multimarket model of U.S. sweetener markets, which includes raw crops, sugar extraction and refining, high-fructose corn syrup, and sweetener users (food-processing industries and final consumers). Our approach addresses the industrial organization of food industries using sweeteners and treats the United States as a large importer. We estimate that, with the removal of the program, cane growers, sugar beet growers, and beet processors would lose $307 million, $650 million, and $89 million (1999 prices), respectively. Sucralose is a non-nutritive artificial sweetener, 600 times sweeter than sucrose, and is very stable at high temperatures, among other characteristics. It was approved by the FDA, in 1999, to be utilized in foods, beverages, pharmaceutical products, diets and vitamin supplements. Studies suggest a diffusion, through the placental barrier, of small doses of sucralose and its metabolites. Its hydrolysis products (4-CG e 1,6-DCF) are more rapidly absorbed than sucralose: 4-CG is excreted intact in the urine, and 1,6-DCF undergoes reduction with elimination by the urine or rapid conjugation with glutathione.
